CSO Information

The Combined Sewage Overflow (CSO) Projects are wastewater projects mandated by the State of Maryland which require the separation of stormwater and sanitary sewer drainage lines.

The CSO projects involve separating the combined stormwater and sewer flows into two separate systems: a stormwater management system and a sanitary sewer system.  These projects assure that sewage does not overflow from sewer systems into surface areas and streams during intense rain or snow melt events.  The process eliminates a major source of pollution to local streams and reduces sewage flows to the Wrights Crossing pumping station and the treatment plant in Cumberland.

This project also makes significant improvements to water mains, water connections, sidewalks where required, utility infrastructure, and new street pavement.  In an effort to address safety concerns due to steep cross-slopes in certain neighborhoods, some streets have been redesigned to reduce steep cross-slopes and improve pedestrian and vehicular transit conditions.

In all cases, affected street surfaces are repaved once the CSO construction is completed.  Where necessary, properties will be reconnected to the water main, and in a few cases, work may extend onto private property for required utility connections.  Property owners will be contacted prior to any work initiated on private property.  Any and all disturbances on private property will be properly restored.  Existing and outdated galvanized piping and water meters may be replaced where found.  No exterior meter placement is anticipated.

In accordance with all State regulations, all downspouts and yard drainage systems that empty stormwater into the sanitary sewer or to a combined sewer must be disconnected.  Many of these “rain leaders” will be properly reconnected as part of the project.  Splash blocks will be provided by the City at no charge where conditions are appropriate.  You may contact the City project managers using the contacts listed below if you require assistance determining how your property is affected by the project or how you can help the City achieve compliance with the State Judicial Order requiring the CSO elimination.
