Meeting Date and Time

The Frostburg Planning Commission meets on the second Wednesday of every month at 7:00 PM in Room 100 of the Frostburg Municipal Center, located at 37 Broadway. Project information must be submitted two weeks prior to the scheduled meeting date.

Responsibilities

The Planning Commission reviews all site development and subdivision plans.  They also oversee the drafting of the Frostburg Comprehensive Plan.  Property owners wishing to obtain a Special Exception or Administrative Variance from the Board of Zoning Appeals may request a favorable recommendation from the Planning Commission to support their case.

 

Board Members

Planning Commission members are appointed by the Mayor and Council and serve five-year terms.  The current Planning Commission members are:

  • Adam Ritchey (ex oficio)

 

Submission Requirements

Section 1.16 of the City's Zoning Ordinance describes the types of construction projects which require Planning Commission review prior to beginning work. These projects include:

  • Construction of multifamily, mixed-use, or commercial properties
  • Subdivisions (minor and major)
  • Commercial redevelopment

All major site plans must be prepared by an engineer, architect, or land surveyor duly registered to practice in the State of Maryland. Additional departmental reviews may also be required.

Applicants should submit site plans that include the following details, where necessary and applicable:

  • Vehicular traffic access and circulation, including emergency vehicle access
  • Off-street parking and loading plan, including location and measurements
  • Location, arrangement, size and design of buildings, lighting, and signs
  • Relationship of the various uses to one another and their scale
  • Landscaping plan
  • Stormwater and sanitary waste disposal plan
  • Sediment Erosion Control plan
  • Compatibility of development with natural features of the site and with surrounding land uses
  • Planned open space
  • Adequacy for pedestrian access
