The Public Works Department, the largest in the City of Frostburg, employs 21 full-time employees who operate under the direction of the Public Works Director and provide the City with utility services, garbage collection services, street maintenance, snow removal, and infrastructure system maintenance. 

The Public Works Department is also responsible for the management and inspection of the City’s capital projects, including the 20 year Combined Sewer Overflow Elimination Project, which is the largest capital project ever undertaken by the City of Frostburg. Other capital projects consist of major water system improvements and roadway improvements.

The Public Works Department assists the Community Development Department with grant applications and major subdivision reviews. The Public Works Department solicits and reviews bids for major equipment, professional design services, timber sales from the Piney Watershed, and construction projects.

 

Public Works Leadership

The Public Works Department is led by the Public Works Director/City Engineer with assistance from the Public Works Program Supervisor and the Public Works Project Construction Inspector. The Public Works Director oversees the operation of the Water Treatment Plant, the Piney Dam reservoir, pump station and watershed, the Savage wells, springs, and pump station, and the hydroelectric plant. The Public Works Director also supervises the activities of the City's Street and Water Departments. This position is also supported by the elected Commissioner of Public Works and the Commissioner of Water, Parks, and Recreation.

Street Department
 

Sanitation Services

The Street Department is responsible for refuse collection city-wide, which includes yard waste, bulk collections for larger items such as furniture, and special one-time pick-ups for larger quantities of waste scheduled through the City's Finance Department. 

Street Maintenance Services

The Street Department is also responsible for street and sidewalk repairs and paving, mowing on City-owned property, street sweeping, and providing snow removal and winter weather treatments for streets within the city's jurisdiction. This includes the installation and maintenance of storm drains, catch basins, and drainage ditches along city streets and right-of-ways. The Street Department also maintains traffic, directional, and street name signs throughout the city. 

Water Department

The Water Department is responsible for the City's storm water sewer system, which includes all the storm inlets throughout the City of Frostburg. The Water Department also assists in the maintenance, repair, and replacement of the City's infrastructure systems, including the City's sanitary and storm sewer systems, as well as the City's raw water transmission and distribution system.
