The City Administrator is appointed by the Mayor and City Council and is responsible for carrying out the policies of the City and ordinances adopted by the City Council. The Administrator ensures the City runs effectively and efficiently in order to achieve what Frostburg community members, through the City Council, would like to accomplish with the resources available. The City Administrator also works to provide timely information to our community and encourage connection between community members and the City organization.

The City Administrator provides leadership, coordination and management for the City organization, as well as administrative support for the City Council.  The Administrator attends all meetings of the City Council with the right to take part in discussions, but without the right to vote, and may make recommendations to the City Council.  The Administrator also makes reports to the council from time to time about the affairs of the City and keeps the Council fully advised of the City's financial condition and future financial condition needs.

Elizabeth Stahlman, has served as the City Administrator since 2019.  Prior to that she served as the City's Director of Community Development for seven years.  Elizabeth joined the City after 6 years with Allegany County Government as the GIS Manager.  She obtained her MBA and undergraduate degrees from Frostburg State University.
