Administration
The City Administrator is appointed by the Mayor and City Council and is responsible for carrying out the policies of the City and ordinances adopted by the City Council. The Administrator ensures the City runs effectively and efficiently in order to achieve what Frostburg community members, through the City Council, would like to accomplish with the resources available. The City Administrator also works to provide timely information to our community and encourage connection between community members and the City organization.
The City Administrator provides leadership, coordination and management for the City organization, as well as administrative support for the City Council. The Administrator attends all meetings of the City Council with the right to take part in discussions, but without the right to vote, and may make recommendations to the City Council. The Administrator also makes reports to the council from time to time about the affairs of the City and keeps the Council fully advised of the City's financial condition and future financial condition needs.
Patrick O’Brien has served as the City Administrator since June 2025. Prior to his appointment, he spent seventeen years as the Director of Civic Engagement at Frostburg State University, where he led initiatives in democratic engagement, service, and community partnerships.
In addition to his professional roles, he has served as the Treasurer of the Frostburg Summer Lunch Box program, chaired the Beautify the Burg Planning Committee, coordinated volunteers, and supported a variety of community programs and events. Patrick earned his Bachelor’s degree in Business Administration from Frostburg State University and his Master of Public Administration from the University of Baltimore.
