Water & Sewer Infrastructure
Leak Detection Services (Completed: July 2025)
Fluid Pinpointed Services Inc. completed a comprehensive water line leak detection and system survey. The project identified outstanding leaks within the city’s infrastructure, allowing staff to make timely repairs and improve system efficiency.
Centennial Street Water Line Replacement (Completed: September 2024)
Winner D. Contracting, LLC replaced a deteriorating 6-inch water main on Centennial Street from Lemmerts Alley to East Shaw Street. The line was over 40 years old and was beyond repair, and full replacement was the most cost-effective solution. Materials, including pipe, fire hydrants, tees, and curb boxes, were procured from Core & Main.
Water Treatment Plant Actuators Replacement (Completed: June 2024)
Valve & Actuation Services, LLC (dba Chalmers & Kubeck) supplied and installed four Limitorque actuators at the Water Treatment Plant, enhancing operational efficiency.
Water Meter System Upgrade and Replacement (Completed: August 2024)
Approximately 350 outdated water meters were replaced with radio-read meters, improving meter reading efficiency, leak detection, and reducing in-person contacts for staff. This upgrade was a key step in transitioning to monthly utility billing. Meters were purchased from Core & Main.
Centennial Hill Pump Station (Completed: March 2024)
Carl Belt, Inc. constructed a new sewage pumping station and force main to replace the outdated former station, which had caused sewer outages and backups. The project included installation of a high-efficiency pump and solar panels funded through the Maryland Smart Energy Communities Grant Program. The new facility serves the Armstrong, Shaw, and Crestview neighborhoods, pumping sewage safely to the city’s main line at Wrights Crossing while significantly enhancing worker safety.
Water Treatment Plant System Upgrade (Completed: March 2024)
Micro-Tech Designs, Inc. completed a full software and integrated hardware upgrade at the Water Treatment Plant. The previous manual dosing and control system was replaced with autonomous operation, improving safety, reducing operating costs, and extending system life.
Sanitary/Stormwater Infrastructure Mapping and Smoke Testing (Completed: February 2024)
Rummel, Klepper & Kahl, LLP (RK&K) conducted citywide pressurized vapor mapping and an infiltration study. The resulting GIS maps identified infiltration points and illegal sewer connections, guiding future infrastructure repairs and sewer/stormwater separations.
Chlorine Storage Tank Replacement (Completed: April 2023)
Com-Bro Contracting Inc. replaced an inoperable bulk chlorine storage tank at the Water Treatment Plant, including removal, installation, and related plumbing.
Piney Dam Upgrades and Repairs (Completed: January 2023)
General repairs and upgrades were completed at the Piney Reservoir dam and pump station. This facility is critical to Frostburg's infrastructure and supplies nearly 80% of the City's daily drinking water. Equipment and materials included heaters, compressors, hydraulic repair components, solenoid valves, and other necessary items to maintain operations.
Water Treatment Plant HVAC Unit (Completed: June 2022)
All Seasons Air Conditioning & Heating installed a 550,000 BTU direct-fired heating unit to provide adequate heating and dehumidification, protecting sensitive systems and piping by regulating temperature.
Fleet, Sanitation & Street Infrastructure
Bobcat Toolcat Purchase (Completed: November 2024)
A Bobcat Toolcat was purchased for use by the Recreation Department to assist with park maintenance and snow plowing of smaller areas, particularly parking facilities.
Street Paving (Completed: December 2023)
Belt Paving, Inc. (2022) and Ameri-Seal LLC (2023) completed citywide street paving, focusing on road base stabilization and resolving drainage issues through milling and grading.
Garbage Truck Repair (Completed: May 2023)
A garbage truck was sent to Mid-Atlantic Waste Systems for emergency repairs, coordinated by city staff to ensure uninterrupted waste collection and bulk pickup services.
LED Street Lighting Upgrade (Completed: April 2023)
The city installed 51 LED streetlights purchased from Capital Electric and installed by Stevens Electrical, Inc., significantly reducing electric costs while providing improved lighting for safety.
Garbage Truck Purchase (Completed: September 2022)
A used municipal sanitation truck was purchased through Maryland Industrial Trucks, Inc., adding to the city sanitation fleet to maintain daily garbage collection and support cost-effective, in-house services.
Vacuum Truck Purchase (Completed: March 2022)
A VacCon vacuum truck was purchased from Atlantic Machinery Inc., improving staff capacity to clear clogged sewer and stormwater lines, reducing labor costs, and enhancing safety during excavations.
General Public Works Projects (Completed: June 2025)
The city allocated funds to provide senior staff with flexibility to respond to evolving operational needs across public works, water, sewer, and water treatment functions. This enabled timely investments in sidewalk replacements, road grading, fire hydrant and water line repairs, leak detection services, sewer inlet and manhole repairs, sewer line replacements, catch basin maintenance, and small equipment acquisitions. It also supported general water treatment plant maintenance, ensuring reliable and safe water delivery.
Municipal Facilities
Design & Construction of Salt/Road Abrasives Storage Facility (Completed: January 2025)
Bennett, Brewer & Associates designed and Lashley Construction Co., Inc. constructed a new bulk storage facility for salt and abrasives, streamlining winter maintenance and reducing delivery frequency.
Water Department Roof Replacement (Completed: March 2023)
Hite Associates, Inc. completed a full roof replacement at the Water Department. Replacement was more cost-effective than repair due to the deteriorated condition.
Street Department Roof Replacement (Completed: March 2023)
Vertex Roofing Contractors, Inc. replaced a section of membrane roofing on the Street Department building, correcting drainage problems and eliminating standing water.
Recreation Department Storage Building (Completed: December 2023)
A 28x40 ft. metal storage facility was assembled at 200 S. Water Street to house park maintenance equipment. Materials were purchased from CN Metals, LLC, and city staff completed the assembly.
Recreation & Community Facilities
Playground Equipment & Site Amenities at Glendenning Park (Completed: April 2025)
A 9,600 sq. ft. ADA-accessible playground was installed at Parris N. Glendenning Park, featuring equipment for children ages 2–12, benches, picnic tables, and trash cans. The playground has been recognized as a National Demonstration Site by PlayCore. Equipment and safety surfacing were purchased from GameTime and Grant County Mulch, Inc., respectively.
Community Center Masonry Wall Repair (Completed: November 2024)
DSR Masonry, LLC repaired an exterior wall at the Community Center that was failing, addressing concerns for structural stability.
Design and Construction of Parking Facility (Completed: October 2024)
Bennett, Brewer & Associates provided design services, and Carl Belt, Inc. constructed a new parking facility on a city-acquired site on West Mechanic Street. The project involved blight elimination and the installation of 30 new parking spaces, landscaping, trash receptacles, security cameras, and provisions for future EV charging stations. Its close proximity to the downtown business district and several City-owned gathering spaces enhances downtown accessibility and promotes economic activity.
Design and Construction of Child Development Center (Completed: October 2024)
Bennett, Brewer & Associates provided design services, and Daystar Builders, Inc. constructed a new child development facility housing Early Head Start, Head Start, and Frostburg summer camp programs. Funding came from USDA, MD DHCD, Allegany County, and ARPA, expanding access to quality early childhood education.
Restroom Building at Hoffman Park (Completed: June 2024)
A new masonry block ADA-compliant restroom and storage building was constructed at Hoffman Park, supported in part by Program Open Space funds.
Coal Miner Memorial Park (Completed: March 2024)
The city supported a community-led effort to build an immersive educational exhibit honoring Frostburg’s coal mining heritage, located near major tourist destinations such as the GAP Trail and Western Maryland Scenic Railroad, fostering community pride and promoting heritage tourism.
Lions Park LED Lighting Upgrade (Completed: January 2024)
Willdan Lighting and Electrical Inc. upgraded lighting at Sowers Field/Lions Park. Approximately 75% of costs were offset by incentives from Potomac Edison’s Small Business Direct Install Program and Local Parks and Playgrounds Infrastructure grant funding. Upgrades included new mounting brackets and energy-efficient LED lights.
Fishing Pier Design (Completed: July 2023)
Bennett, Brewer & Associates designed an ADA-accessible fishing pier at Piney Dam Reservoir, constructed with Garrett County Program Open Space grant funding, providing inclusive recreation opportunities.
Disc Golf Course (Completed: May 2023)
The city partnered with AcePlace Design, LLC, and the Allegany County Disc Golf Club to design and install a 9-hole course at Hoffman Park, the first public disc golf course in Allegany County.
Armory Floor Refinishing (Completed: November 2022)
The gymnasium floor at the Frostburg Armory was sanded, repaired, painted for multiple sports, and sealed, restoring a heavily used community recreation space. Work was completed by Master Care Flooring, Inc.
Main Street Trashcans and Benches (Completed: June 2022)
Nine benches and fifteen trashcans were installed on Main Street to improve walkability and cleanliness. Older benches and trashcans were redistributed for continued use at city parks.
Public Safety
Electric Chevy Blazer Purchase (Completed: September 2025)
An EV Chevy Blazer was leased through Enterprise for police patrol and administrative use. This continues the department’s effort to diversify the fleet, marking the second EV police vehicle. Funding covered the down payment, with remaining costs incorporated into the city’s fleet lease program.
Frostburg Fire Department Electronic Message Board (Completed: February 2025)
Western Maryland Signs supplied and installed a new LED electronic message board. The city subsidized the sign, and the Fire Department covered removal and installation costs. The Fire Department manages the sign, with city staff maintaining access for outreach purposes.
Aerial Fire Apparatus Purchase (Completed: August 2024)
A funding subsidy was provided to the Frostburg Fire Department No. 1 for the purchase of a new aerial fire apparatus. Purchased through Atlantic Emergency Solutions, delivery is expected in 2028. This vehicle will replace aging equipment and improve emergency response, particularly for multi-floor structures.
Police In-Car Computer Equipment Upgrade (Completed: August 2023)
Ten rugged in-car computers and mounts were purchased from Dell Technologies for police vehicles, ensuring compatibility with statewide traffic and reporting systems for real-time data access.
Police Taser Upgrade (Completed: June 2023)
Fifteen new Tasers and training materials were purchased from Axon Enterprise Inc., enhancing officer safety and reducing use-of-force incidents.
Livescan Fingerprinting Equipment (Completed: February 2023)
The Police Department replaced obsolete fingerprinting equipment with a new Livescan system, improving digital fingerprinting for criminal arrestees. Staff were trained on the new system, which may also support civilian background checks. The unit was purchased through Idemia Identity & Security USA.
City Planning & Operations
General Government Projects (Completed: January 2025)
The city allocated funds to provide senior staff with flexibility to respond to evolving operational needs. Purchases included equipment such as a zero-turn lawn mower, snow plow, tires, and IT hardware.
Design and Installation of Welcome Sign (Completed: April 2024)
Custom Concepts LLC designed and installed a new welcome sign at the Route 36 and Route 40 intersection, enhancing city branding and providing a welcoming first impression. View the digital welcome sign here.
Utility Rate Consultation Services (Completed: April 2023)
NewGen Strategies & Solutions conducted a comprehensive evaluation of the city’s utility rate structure, reviewing Public Service Commission rulings, relationships with service providers, debt obligations, and anticipated infrastructure upgrades.
IWorQ Implementation (Completed: October 2021)
The Community Development department transitioned to IWorQ software for permitting, inspections, and code enforcement. Residents can now apply, pay, and track progress online, while rental property owners can manage licenses through a dedicated portal.
Wireless Access Points at Washington Ridge (Completed: August 2021)
In collaboration with the Allegany County Board of Education/ACPS, the city funded labor costs for the installation of wireless access points in low-to-moderate income neighborhoods, improving internet accessibility for virtual learning.
COVID Initiatives
COVID Sick Leave for Employees (Completed: February 2023)
City employees received paid time off for isolation, quarantine, or illness related to COVID-19 vaccination, ensuring continued services while protecting employee and public health.
Contractual American Rescue Plan Act Coordinator (Completed: July 2022)
A temporary contractual ARPA Coordinator position was created to manage funding, reporting, and project tracking. Responsibilities have since been absorbed into an existing full-time role.
Vaccination Incentive Program (Completed: November 2021)
City employees who completed full COVID-19 vaccination by November 5, 2021, received a $500 incentive before taxes, increasing vaccination rates among city staff by nearly 13%.
