We were in Frostburg yesterday 3/22/23. about 4:30 pm. My friend that was with me, she has Cerebral Palsy and is in a wheelchair. We were there to try one of your local restaurants, Shogun on main street. While attempting to find a handicap accessible parking space, we could not. We then asked the owner of the restaurant if we could park in the open area in front of the establishment. He said NO. We did find parking at the back of a church I think it was, sign said parking and had 2 handicap spaces. Quite a treacherous walk down to the restaurant, and the sidewalk was completely at the Au Petit building. Had to walk out in the road. We finally get to Shogun and there is a vehicle parked right were we asked if we could park. It was the owner sitting in his vehicle eating. I know you do not have control over how your local business owners conduct their business, but this was just sickening. We of course did not stay and eat. I had to leave her at the curb so that I could retrieve my car, I could not push her back up the hill which is extremely steep. So, this was our trip to your city. Not very safe in our eyes. We then went to a place called Sand Springs I think it was, just a short distance up the road. Pulled in the parking lot and low and behold NO handicap parking. We did attempt to go to this place, we almost got stuck in the entrance door. They do have a ramp, but its very narrow. At least they did have a ramp. We could not eat there because the table they tried to seat us at was made in a way that she could not get close to the table, won't get into that. Her wheelchair is one of the smallest chairs made and is manual. So we left and went down to LaVale from there. Just thought you may like to hear how our day went in your city. I do have one question if you could take the time to get me and answer. 

              Question: Were are handicap people supposed to park on Main Street in your city?

I have a suggestion for your Mayor & Counsel. Have your Mayor and one person from their office park in the parking lot that we used. Have a wheelchair for the person with your Mayor, have the person get in a wheelchair. Have your Mayor push the wheelchair to Shogun restaurant and back to the parking lot. I do not believe this would be too much to ask. I would also be sure that if your Mayor did not have a heart attack he would have a better understanding of the "hell" that he is putting people thru. I would be more than happy to come and watch this happen. Please feel free to contact me at anytime for this. I would think that if your Mayor really cares for the people of his city, he would jump at the opportunity to really see first hand what it is like to be in the situation we were in yesterday. If he cannot find a wheelchair and volunteer we would be more than happy to assist your Mayor in his efforts. Also it would give him the in person opportunity to tell my friend why she is limited in his city. We look forward to meeting Frostburg's Mayor very soon. Dear Mr. Shearer:

I am sorry to hear about the difficult and disappointing experience you had in Frostburg yesterday.  

To answer your question:  Persons with a handicap may park in any on-street parking space.  When they are not available, convenient, etc.,  there are three public parking lots that are currently available in close proximity to Main Street with designated spaces handicapped persons.  These include the Parish Hall parking lot (where you parked yesterday), the Library parking lot (under the library, but accessible to Main Street), and the City Square Parking lot, which is at the intersection of Mechanic and S. Water Street (behind the Princess Restaurant).  The Mayor and Council have discussed this issue in the past and I will forward on your message to them.  Dedicating certain spaces on Main Street as handicapped spaces has been something that has been discussed.

The sidewalk closure at the Au Petit must have been inconvenient - unfortunately, there is a structural concern that the bricks on the facade may start to push out and until the contractor starts this spring, the barricade was put up for safety reasons.
