Job Opening: Parks & Recreation Laborer
City of Frostburg – Full-Time Position
The City of Frostburg is accepting applications for one full-time Laborer position in the Parks & Recreation Department. The Department is responsible for maintaining public parks, recreational facilities, and City buildings, and performs a wide variety of tasks including landscaping, general maintenance, light construction, and repairs.
One candidate will be hired into one of four position levels based on their qualifications, experience, and certifications:
Available Position Levels
1. Parks & Recreation Laborer (Entry Level)
This is an entry-level position for individuals who do not yet meet the requirements for Park Maintenance Equipment Operator 1 (PMEO 1).
- Must begin the process to obtain a CDL and other required certifications/licenses upon hire.
- Will assist with general landscaping, park and building maintenance, and other tasks under supervision.
2. Park Maintenance Equipment Operator 1 (PMEO 1)
Performs supervised, skilled work operating light and medium-duty vehicles (including vehicles requiring a Class B CDL), motorized landscaping equipment, and power tools necessary for the maintenance of parks, recreational facilities, public spaces, and City buildings.
Responsibilities & Requirements:
- Operate zero-turn and push mowers, weed trimmers, chainsaws, leaf blowers, and other small engine equipment safely under supervision
- Perform light carpentry, masonry, electrical, and plumbing tasks under supervision
- Conduct basic maintenance on small motor equipment
- Some experience operating backhoe and skid steer
- Certifications/Licenses: Class B CDL with air brake endorsement and confined space training
3. Park Maintenance Equipment Operator 2 (PMEO 2)
Performs independent, skilled work beyond PMEO 1 duties, including advanced construction tasks and leadership over small teams.
Responsibilities & Requirements:
- Independently perform basic electrical (e.g., install/repair receptacles, lights, switches), plumbing (e.g., PVC lines, water heater work), masonry, and light carpentry work (e.g., pouring/finishing concrete)
- Operate and maintain all standard department equipment, including mowers, tractors, skid steers, chainsaws, leaf blowers, and other small engine tools without supervision
- Effectively supervise and manage small groups of volunteers or employees to complete assigned tasks
- Certifications/Licenses: All certifications/licenses required for PMEO 1 and must obtain Roadside Tree Care Expert license within 18 months of hire
4. Park Maintenance Equipment Operator 3 (PMEO 3)
Performs advanced, independent work and leads project planning and crew supervision in the absence of the department supervisor.
Responsibilities & Requirements:
- Independently plan and perform moderately skilled construction, masonry, electrical, and plumbing work (e.g., estimate and plan concrete, masonry, electrical panels, 110/220V work, underground lines, valves, expansion tanks, PEX/copper/PVC lines, etc.)
- Proficiently operate, maintain, and use all department equipment to complete complex or multi-step projects
- Estimate materials and costs for light construction projects; read and interpret construction plans
- Perform basic roofing, siding, flooring, painting, and utility (electric/water/sewer) installations or repairs
- Operate welding equipment for minor welding repairs and fabrication
- Effectively plan, schedule, and supervise employee crews in the absence of a supervisor
- Certifications/Licenses: All certifications/licenses required for PMEO 2 and must obtain Maryland Certified Pool Operator (CPO) license and Maryland Department of Agriculture Fertilizer Applicator license within two years of hire
