The City of Frostburg does not require permits or inspections for stand-alone HVAC work, which would include the installation of pellet stoves and wall-mounted propane heaters (regardless of whether they are located inside of a residence or a garage).
That being said, we do recommend that any HVAC work complies with the 2021 International Residential Code (IRC) requirements for HVAC projects. Otherwise, you are free to proceed with the installation of a pellet stove and/or wall-mount heater.
I spoke with the sanitation crew. They will come back to get your garbage today, if time allows, or on Wednesday. Moving forward, please make sure your garbage cans are placed at the curbside so it's obvious that pick up is needed.
