Director of Finance
Position Summary
The City of Frostburg is seeking a knowledgeable and detail-oriented Director of Finance to oversee all financial operations of the City, including but not limited to general accounting, payroll, tax and utility billing, financial reporting, debt management, investments, and human resource functions related to payroll, benefits, insurance, reporting, and retirement systems. The Director will prepare and present detailed financial reports and analyses to City leadership, ensure compliance with accounting standards and regulations, and coordinate the City’s annual audit. The Director will oversee the daily operation of the Finance Department and supervise a finance team of three employees.
This position works closely with the City Administrator, department heads, external auditors, and state agencies, ensuring efficient financial oversight and collaboration across various City operations. The position requires a leader who is personable, professional, and committed to the City’s financial integrity and operational excellence. This is an on-site position.
Qualifications
Minimum Qualifications
- Bachelor’s or higher degree in Accounting with a strong understanding and application of accounting theory, accounting functions, and internal controls.
- Demonstrated experience with fund accounting, developing annual budgets, leadership with financial statement audits, generating payroll, accounts payable, accounts receivable, and accounting for capital projects.
- Strong analytical skills and knowledge of Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB) Statements as applicable for City financial reporting.
- Trustworthiness and integrity to work independently with cash and financial transactions, as well as access to personnel information.
- Excellent written, verbal, and interpersonal communication skills.
- Detail-oriented and organized, with the ability to meet strict deadlines.
- Ability to work cooperatively with all levels of employees, management, other City departments, and external agencies to maximize performance and problem-solving.
Preferred Qualifications
- Certified Public Accountant, actively licensed in Maryland, with at least five years of progressive responsibility for the financial management, reporting, budgeting, and all related accounting requirements for a public agency of similar size as the City of Frostburg in terms of budget and number of employees.
- Experience with utility and tax billing and collections.
- Familiarity with the financial management of grants.
- Familiarity with Uniform Guidance and the management of Federal funds.
