My utility bill is much higher this past quarter than what I have been averaging in the past. Is is possible the meter signal was incorrectly sent? Can someone verify my readings?

A new parking sign was placed in front of 7 Centennial Street saying to "Park this side November 1 to May 1. Normally, parking during those months is on the even numbered houses' side of the street. It also is the reverse of what's posted on a sign up near #47 I just want to make sure what's correct.
