About the Program
The Frostburg Main Street Structural Stabilization Grant Program is a one-time funding opportunity that offers up to $100,000 per project for the stabilization of historic buildings facing Main Street, from Water Street to Bowery Street.
The goal of the program is to ensure that these buildings are structurally sound and safe, creating opportunities for future redevelopment and continued investment in downtown Frostburg.
Note: Matching funds are not required; however, applications that demonstrate private capital investment will receive higher scores during evaluation.
Eligible Projects
Funding may be used for structural stabilization efforts such as:
- Foundation repairs
- Roof stabilization
- Exterior wall reinforcement
- Emergency stabilization for immediate safety hazards
- Weatherproofing or urgent safety-related work (e.g., electrical or plumbing)
- Ineligible Expenses
Grant funds may not be used for:
- Routine operating or maintenance costs
- Non-structural exterior improvements (e.g., paint, siding, signage, or landscaping)
- Interior finishing work (e.g., drywall, paint, flooring, trim)
Who Can Apply
Applicants must meet all of the following criteria:
- Be a for-profit, tax-paying entity
- Be in good standing with the City of Frostburg, Allegany County, and the State of Maryland
- Own a building that faces Main Street within the designated development district
Ownership must be finalized before the application deadline (September 12, 2025). Properties under contract are eligible only if the sale closes by that date.
Timeline
Applications open: Friday, July 11, 2025
Application deadline: Friday, September 12, 2025
All grant-funded activities must be completed by: June 30, 2026
How to Apply
1. Check Eligibility: Contact Deirdre Robertson at director@frostburgfirst.com for a preliminary eligibility check.
2. Submit a Complete Application: Send the completed application and all required documentation to Bethany Fife at bfife@frostburgcity.org.
3. Panel Review: A joint panel of City and County staff will review and score eligible applications.
4. City and County Approvals: Recommendations will be presented to the Frostburg City Council. If approved, projects will be forwarded to the Allegany County Commissioners for final approval and funding authorization.
5. Notice to Proceed Issued: Upon approval, a formal Notice to Proceed will be issued via email. Only expenses incurred after this notice will be eligible for reimbursement.
Payment and Reimbursement
Grant funds are disbursed as reimbursements for completed, approved work.
Each reimbursement request (or “draw”) must include:
- Invoices and proof of payment
- An inspection report confirming that work was completed
Allegany County will coordinate and pay for the inspections.
A 10% retainage will be withheld from each draw and released only after a final inspection confirms substantial completion of the project.
Payments will be made directly to the grantee by the Allegany County Board of Commissioners.
